For a multitude of the people, even many of Ephraim, and Manasseh, Issachar, and Zebulun, had not cleansed themselves, yet did they eat the passover otherwise than it was written. But Hezekiah prayed for them, saying, The good LORD pardon every one
That prepareth his heart to seek God, the LORD God of his fathers, though he be not cleansed according to the purification of the sanctuary.
And the LORD hearkened to Hezekiah, and healed the people. 2Ch 30:18-20
The Mercy of God is to the repentant. The form of the cleansing was not so important as the heart of those that sought the form. The worship of god wasn't performed exactly as it was supposed to have been, but it was accepted because of the heart of the King, and the heart of the people. Sometimes people make an idol out of baptism, and claim if the form is not done right, then the purpose is confounded, yet the Lord looks at the heart. A prisoner in World War 2, Jacob DeShazer baptized himself in a Japanese labor camp under a downspout in the rain. He went on to be a missionary to the Japanese. Some would scoff at the form, but who are they? It is the heart that matters. (AAB)
